Bihar Combined Entrance Competitive Examination Board-Applications for Bihar PGMAT 2012

The Post Graduate Medical Admission Test for admission 2012 in Post Graduate Medical Courses i.e. MD/MS/PG Diploma, MDS & MD in different Medical colleges, Dental colleges & Ayurvedic colleges in the state of Bihar is being conducted by Bihar Combined Entrance Competitive Examination Board as constituted under the BCECE Act-1995.

QUALIFICATION AND ELIGIBILITY  

Educational:

• The candidate must have passed M.B.B.S. Examination from any Medical College of Bihar State included in the schedule of Medical Council ofIndia.
• The candidates who are permanent residents/domiciled of Bihar and have been admitted in MBBS course on the basis of competitive examination conducted on behalf of Govt. of Bihar or by CBSE before the bifurcation of Bihar i.e. 15.11.2000 in Medical College situated in Jharkhand and have obtained the degree of MBBS are also eligible for appearing in this competitive examination for admission in academic session 2012 in this Course Group.
• The candidates must have completed the rotating Internship. A candidate who has passed the MBBS Examination but has not complete the rotating Internship may be allowed to appear at PGMAT-2012 on provisional basis but he must complete the rotating Internship before the date of Counselling/interview for PGMAT-2012, otherwise he will not be allowed to partcipate in the counselling/Interview.
• The candidates must have obtained permanent Registration from Medical Council of India or Bihar State Medical Council. A candidate, who has not obtained permanent registration from Medical Council of India or Bihar State Medical Council but is otherwise eligible, may be allowed to appear at PGMAT-2012 on provisional basis but he must obtain the Medical Council of India,failing which the admission of the candidate shall be cancelled. He must also be registered after admission under the concerned University within the period prescribed by that University. 

Others:

A candidate who is not a permanent resident / domicile of Bihar but has passed the M.B.B.S. Examination from any Medical College of Bihar State included in the Schedule of Medical Council of India, is also eligible as per the directive of the Hon'ble High Court, Patna in C.W.J.C. No.3448/2000.

Age Limit:

There is no maximum age limit for appearing at PGMAT-2012. (Vide the directives of Hon'ble High Court, Patna in CWJC Nos. 3309/2000 and 3341/2000).

No Objection Certificate :

A candidate who is in employment either in Government or elsewhere will be allowed to appear at the test only if he produces a certificate of "no objection" from his employer with the condition that if selected he will be granted study leave to pursue the course.

Examination : The Examination shall be of M.B.B.S. Standard and shall cover all the subjects of M.B.B.S. Course.Each question shall be of four marks, which will be awarded for each correct answer. One mark will be deducted from the total marks obtained, for each incorrect answer. Zero mark will be given for questions not answered. More than one answer indicated against a question will be deemed as incorrect answer and one mark will be deducted for every such answer.

METHOD OF SELECTION AND ADMISSION

Merit List

• Merit list of all the candidates who appear at the PGMAT-2012 will be prepared on the basis of the total marks obtained in the competitive test in each Course Group.
• In case two or more candidates obtain equal total marks in PGMAT-2012, the inter se merit of such candidates shall be determined as under :–
  • Candidate obtaining higher marks in portion-I of the Entrance Examination will rank above. Even if indecisive, then
  • Candidate obtaining higher marks in final MBBS / BDS / BAMS / equivalant Examination shall rank above. In case of any failures, average marks will be taken into consideration. Even if still indecisive, then
  • Older in age will rank above the younger.

Counselling/ Interview :

• The candidates in order of merit will be called for Counselling/ Interview and for verification of original documents and identity by personal appearance. The placement will be done on merit-cum-choice basis. No change in the choice will be allowed later on. The candidates coming late during counselling may be considered but placement will be done only on the existing vacancy at that time.
• Institution wise and course/ subject wise reserved seats are as mentioned in schedule-I, schedule-II and schedule-III of this prospectus. For admission in reserve categories, all Institutions will be considered as one unit.
• Dates and the venue of Counselling/ Interview by personal appearance will be available on BCECEB website "www.bceceboard.com / www.bcecebonline.com" .
• A candidate will be given opportunity to excercise his option for course / Institution from among those available and actual allotment will be done on merit-cum-choice basis.
• No candidate will be permitted to pursue and complete more than one course from the same Examination (PGMAT) and the same session.
• No candidate will be enrolled for two courses simultaneously i.e., as a regular student for one course and as an ex-student for the other course.
• If a candidate has been admitted in a P.G.Degree / Diploma courses i.e. MD/MS/PG Diploma, MDS & MD(Ayurveda) in any speciality on the basis of an earlier P.G. Medical Admission Test, then he may be allowed to appear at the current P.G.Medical Admission Test and also in the counselling based on the same but will not be eligible for admission in a P.G. Degree / Diploma course of MD/MS/PG Diploma, MDS & MD(Ayurveda) of another speciality unless :-
  • He resigns and vacates the seat of P.G. Degree/ Diploma courses of MD/MS/PG Diploma, MDS & MD(Ayurveda) against which he has been admitted earlier, within seven days of receiving of the allotment order on the basis of current P.G. Medical Admission Test.
  • He returns all the pecuniary benefits taken thereof for the earlier course.
  • He is liable to pay compensation for leaving the earlier course if the final decision regarding the same is made by the Government before the commencement of the counselling based on the current P.G. Medical Admission Test.

• Last date of Receipt of Application Forms: 25/01/2012 (5:00pm)
• Date of Examination: 19/02/2012

 PROCUREMENT OF APLICATION FORM & PROSPECTUS AND EXAMINATION FEE

• Application Form and prospectus can be obtained from any one of the following Institution:
  • Patna Medical College, Patna
  • Nalanda Medical College, Patna
  • Darbhanga Medical College, Darbhanga
  • A.N.M. Medical College, Gaya
  • S.K.Medical College, Muzaffarpur
  • J.L.N.Medical College, Bhagalpur
  • Patna Dental College, Patna and
  • Govt. Ayurveda College, Patna
  On submitting an Account Payee Bank Draft of 1400/-for Offline (Manual) Application Form filing and 1300/- for Online Application Form filling.
• The Bank Draft must be in favour of "Controller of Examination, B.C.E.C.E. Board (PGMAT)", payable on any nationalised Bank at Patna.
  
  
  B. Procurement and On-line Form filling :
  i. Main Application Form alongwith formats for residential & Caste certificates,Envelopes A & B and Prospectus but excluding Computer Form will be on sale from 08.12.2011 to 18.01.2012 from the same sales centres as given in.
  2.A(i) above by submitting an Account Payee Draft of Rs.1200/- (RupeesOne Thousand Two hundres) per set of one application form & prospectus.
  The Bank Draft must be  in favour of "Controller of Examination, BCECE Board (PGMAT)" payable at any nationalised Bank at Patna.
  ii. A maximum of five application forms may be obtained by One Bank Draft.
  iii. The On-line Applicants should visit the BCECE Board Website :www.bceceboard.com  ,   www.bcecebonline.com  and go to 'PGMAT-2012 On-line Registration" page and follow the instructions given under 'How to apply" in order to fill the computer form on-line. This facility will be available only up to 20.01.2012 till 5.00 P.M.
  iv. Application Form alongwith printout of the duly on-line filled computer form on the Website :  (i) www.bceceboard.com  (ii) www.bcecebonline.com must be completed as per para 12 & 13 of the Prospectus (PGMAT-2012).
  v. It is clarified that 'On-line' applicants also will have to send the duly filled print-out of the computer form alongwith Main Application Form and prescribed enclosures by Speed Post / Registered Post within time limit.
  
  
  Last Date for submission of completed Off-line / On-line Application Form :
  Completed Off-line / On-line Application Forms must be sent by Registered Post /Speed Post only and must reach the office of the Controller of Examination,BCECEB, IAS Association Building (Near Patna Airport), P.O.- Veterinary College,Patna-800014. Latest by 25.01.2012 (5.00 P.M.) Application Forms sent by any other mode will not be accepted. In no case completed Application Form will be received in BCECE Board office by hand or after scheduled last date i.e. 25.01.2012 for receipt of completed Application Form.
