Observations: Paper 1
You’ve to answer totally 5 questions out of 7 questions (5x 60 marks =300 Marks)
you know Q#1 and #5 are compulsory so no escape from that.
Paper is divided into two sections (A and B) and you’ve to at least attempt one question from each.
Section-wise breakup (Paper-1)

Section Question
1 Thinkers, Theory Compulsory
2 NPA + Herbert A. Simon
3 Organizations (PPP)
4 Accountability
5 D.A,CPA, Policy Compulsory
6 Personnel only!
7 Mixed bag of Personnel, Finance, E-gov

Thinkers and theories- the usual static stuff (after all what new can you ask from ‘history’!). But as NPA, NPM not given so much importance like they were given in 2009.
Citizen’s carter, its getting so clichéd like Sas-Bahu serials. - there were questions last years too.
The trend of asking a ‘big thinker’ for 40 marks is continued, last year it was Taylor so this year its Herbert A. Simon. May be it’ll be M.P.Follet or C.I. Barnard’s turn in 2011.
Mcgregor and Likert are ‘small-time thinkers’ so they get only 20 marks worth question each as per their ‘aukaat’ (औकात) but it was in Compulsory Question #1.
Thankfully no ‘quotes’ were asked (to show that UPSC now puts more emphasis on ‘understanding’ rather ‘cramming’ but then why was UPSC sleeping all these years!).
In the early 90’s there was a trend: In GS paper they’d always ask about Tagore and his nationalist thoughts, like there was no one else to ask about. May be because all the GS History questions were set by same examiner for 3-4 years constantly. I’m seeing something similar here.
Public Administration papers become more relevant to the contemporary issues: that’s why much weightage is given to Development administration, and personnel administration.
No question from Tech. for Administrative improvement (That PERT, CPM stuff). There was question on E-governance but you’ve to prepare it even for Development administration, Essay and GS portion.
CPA was for namesake only! But was in compulsory #5
Question from Financial administration asked only for namesake formality! I was expecting a lot from this, given the fiscal deficit, 3G auction and GST issues in current affairs and the general emphasis given to economy related topics both in GS mains and prelims. But may be coaching classes had put heavy emphasis on this, that’s why UPSC ignored it like Chandrayaan last year.
As usual the questions are designed in such a way that whole (boring) Public-Policy topic can be safely skipped: just the way coaching classes like it. But CSAT-2011 ‘syllabus has public-policy as a topic, so it might not be the same trend next year.
Thankfully no SHG (Self-Help group) questions. Material is hard to compile!
Coaching classes & Paper
Most coaching class ‘sirs’, teach on the basic principle that certain topics in optional subjects, can be safely ignored (Public Policy and Development administration): may be because those sirs themselves don’t understand these topics well and material is hard to compile and they put heavy emphasis on Thinkers and Accountability part. Just like they do to History part in GS papers. I think someday UPSC going to run a bulldozer on that trend, like they did with History (GS) this year.

Paper 2

NET(National Eligibility Test) papers

NET stands for National Eligibility Test. This test is conducted by the University Grants Commission twice in a year. The test is conducted in the month of June and December. This test is the entrance to having a lectureship or becoming eligible for Junior Research Fellowship. The subjects in which the test is conducted are Social Sciences, Humanities, Environmental Sciences, Forensic Sciences, Electronic Science and Computer Science and Applications. For other science subjects the test is conducted in collaboration with the CSIR and the test is known as CSIR-UGC NET. Here we give the pattern of the General Paper on Teaching and Research Aptitude (Paper I).

The paper is of duration one hour and fifteen minutes. The maximum marks are 100. There are 50 questions in the paper. All the questions are multiple choice type questions. Each question is provided with four options out of which only one is correct. There is no negative marking. The questions are on general knowledge, basic mathematics, and general awareness. The test aims to test the eligibility of the candidate for being a teacher, so the questions are that way only. Also one can expect comprehension and questions will be based on that also.

CAT 2009 Topper Tips for CAT 2010

Meet Ankit Garg, first-year student of IIM Kolkata, who achieved 100 percentile in CAT 2009. A graduate in Electronics Engineering, he has once again proved that if you're determined to achieve something, then you can! In a conversation with Pritika Ghura, he shares his secrets behind his success in the dreaded CAT.

Q 1) What was your preparation strategy for CAT?

Ans) It is very important to be thorough with your basics. Once your concepts are clear then it is not very difficult to bell the CAT. Many students believe that CAT is a complicated and tricky exam, but that is not the case. If you divide your time well and start preparing well in advance, then nothing can stop you from achieving success in the exam. If you need some help with your preparations, you can join a coaching centre. I too joined Career Launcher. Besides this I took many mock tests as practice makes one perfect.

Q2) Since, you appeared for the first version of Online CAT. How was the experience?

Ans) Despite all the hype created around technical glitches that had marred CAT exam last year, I did not face any problem. Maybe I was lucky, but I did not face any hassle when I took the exam. Also, I believe that every year there are some minor issues in CAT paper- sometimes in format or maybe technical glitches. But last year the media had blown these technical glitches out of proportion.

Q3) How is this Online format of CAT different from the pen-and-paper format?

Ans) I don't see any difference between the Online and pen-and-paper format. If you're well-prepared and confident about your preparations, then the format of the test should not make a difference to you. But it is always advisable to make yourself familiar with the online format before taking the exam, like I did before sitting for the final exam.

Q4) What last-minute tips would you give to students aspiring for CAT?

Ans) This is not the time to revise or take mock exams. This is the time to relax. I would recommend all students appearing for CAT 2010 to wrap up what they have been doing and just relax. Listen to music, go for a walk, take enough rest, eat healthy and sleep well as you have to arrive at the test centre all bright and refreshed.

I do not think that CAT is a tricky or rigorous test, hence there is no need to take any tension. Taking unnecessary stress will not help you in the test. Also avoid last-minute discussions with your friends about your preparations as that will make you more nervous.

Also refrain from taking any mock exams at the last minute. A full-fledged mock test at this point, just days ahead of the real exam, might not be a good idea. If the scores in the mock test are not up to the expectations of the candidate, there are chances of feeling demoralised.

Hence, my mantra of success is 'Eat well, sleep well and perform well'. Just free your mind of worry about the test, and relax.

Q5) Was IIM-Kolkata your first preference?

Ans)Yes, IIM-Kolkata is one of the best B-schools in our country. It is simply the best as it boasts of great faculty, great image and great placements. It's just an awesome place to be.

Q6) What are your future plans?

Ans) I have n't yet decided. I will definitely like to join the corporate world and make some constructive contributions to the society.
